As a result of having the arc reactor implanted in his chest and the other physical abuse he endured during his captivity, Tony Stark is not physically healthy enough to pilot the iron man suit (reduced lung capacity, chronic pain, fucked up blood circulation, etc. etc. etc.) So he still builds the iron man suit, but he contacts the best pilot he knows to actually man it (good thing said pilot also happens to be his bff)
Long story short: Rhodey is and always has been Iron Man, and Tony Stark is his pocket mechanic/mission control. Together they fight crime!!!
